Most likely any school bus being retired now will have Diesel engine and thus will have air brakes. The idea of the bus getting too light on the front and the idea of using the weight of the children to determine the strength of the chassis are not realistic at all. The capacity in number of passengers is based on seating capacity. Riders should not stand. School buses often do have low (high numerical) speed rear axles and are limited to about 55 MPH for highway use to avoid overreving the engine. But they will pull better up hills. The converted bus will have some limitations, just as will any vehicle or tractor, but will also be a low cost (and very good) tractor hauler. Tour type buses do use the body as part of the load bearing structure, school buses with front engine and hood do not.
