I can comment only about my H.Ferguson TO30 with updraft carb. The float setting screw controls how much fuel the engine gets. The air adjustment screw is only for idle mixture as gas flow is fixed at idle. The owners manual explains how to adjust the float screw for pulling power- and to provide some cooling for the valves at heavy load. This setting causes the engine to run rich at idle and seems to be wrong until the manual is read.
