Get the "Loader tractor/Loader" combination then. If you look at an older row crop tractor in this hp range there will be many which have loaders. However, the wfe on these tractors (Say it's an IH 656 or a JD 3020) will be a lot lighter than it should be for loader work. That is how many wfe's get broken and have to be welded. If instead you look for something like a 2440 John Deere, a tractor like that was designed for loader work, will have an extra heavy duty wfe, and may have a shuttle shift transmission with a reverser. I don't know what IH model to offer in comparison to a 1976-80 JD 2440, possibly a 674. The MF 165 and 175 should be good loader tractors too, although I haven't examined any. At any rate, find a 2030 or 2440 JD, look at the wfe, and then find a 3020 or 4020 with a factory wfe and compare the wfes! You will see the difference! And try to buy your combination all together. One thing I have noticed when buying tractors is that if accessories (pto shields, steps, 3point equipment, etc.) are mounted ON THE TRACTOR, then they are "Free" more or less, but if you have to buy the accessories separately, they cost BIG BUCKS!
