Ted - The cutout is simply voltage sensitive relay. It connects the generator to the charging system when the generator voltage is greater than 7 volts, and disconnects when the voltage falls below about 6 volts. It is provided to prevent the battery from discharging thru the generator when the engine is stopped.

The cutout relay should "pull in" (close it's contacts) at a motor speed a little over idle. If it does not, try manually pushing the contacts closed with the motor running at about 1/2 throttle. If this causes the ammeter to indicate a charge, it means the cutout is bad. If it does not, the problem is in the generator itself.

If you have an ohmmeter, figuring out which generator terminal is which is simple: Disconnect both wires from the generator. Now measure resistance between each terminal and the generator frame. The terminal with little or no resistance will the "A" (or "ARM"). The other one will be "F" (or "FLD") - it should show 2 or 3 ohms of resistance. Hote: These readings assume the generator is healthy.
