First, start on flat ground. Lock both brakes and chock front and rear of both rear tires. Slightly loosen lugs on both front tires. Then jack one side at a time and block up under axle. I would feel better with wood blocks, but cement blocks will work if you stack them with the holes up and down. I would use wood on top of the blocks. After both sides are blocked up, try to shake the tractor (by hand) to be sure it is steady. After you are sure it will not fall you can remove the tires.
