Earnie, I don't play with oil pumps. For a few dollors more, you can put a new one in. Is it gas or diesal? Just rebuilt a gas for a friend, and couldn't get a new pump, but the new gears and gaskets were less that $30 from NAPA. Also, bad bearings will cause the same problems you are having. To find out about the governor, you will have to pull the timing cover. To do that, you must pull the radiator. Hope this helps. KKreek
