Hayfield Renewal

I reseeded my field with timothy 5 yrs. ago and after 3 dry seasons the timothy is gone and I have a fine grass and low production. How long should a field last between reseeding. I've limed and fertilized every year after testing but I can't control the moisture level. What type of hay is good on dry ground? Thanks.
