As others have said, milky oil means water. There are two main sources. Firstly, has the tractor been parked in the rain, common in Devon! It will seep past the rubber boots on the gear levers (assuming no cab and a combined system for gearbox and hydraulic oil, as on ferguson / massey ferguson tractors certainly into the mid 1960s (mine are that old)). If not rain, it could be condensation. When was the oil last changed? Idealy it should be changed once a year, however for little used tractors this get expensive if you only do 50 hours and change intervals are upto 500 hours or one year, which ever is soonest.
