Farmall 400 leak

Just purchased a Farmall 400. I discovered a leak from the filler on the PTO section. It's coming out cream colored, like Elmers Wood Glue. A local farmer said I had water in the hydralics. He recommended I drain all the hydralyic fluids and fill to specs. Questions: Does it seem like I have water in the hydralics and secondly, if I drain it, how much hydralic fluid should go into a Farmall 400??? Thanks
