I bought a Super 77 a while back that had two exhaust valves stuck. I took the valve cover off and sprayed PB Blaster on them and then hit them with a rubber hammer or a hammer on a block of hardwood. Then I'd grab it with a visegrip to get it back up. One was fairly easy to get working normally, the other took a couple hours. But I got it and it runs like a top. Keep spraying PB Blaster on it every little while. By the way, mine were stuck closed.
