If your tractor has the manual syncro range trans then You have a mechanical linkaged actuated pto clutch. You may only need to adjust the pto linkage. A shop or IT manual will tell you how to do this. If a linkage adjustment does not help, then you need to split the tractor to repair the clutch or clutch apply bearing.
