Larry, let me make a couple suggestions if I may. First, I would pull the spark plugs out and find out if the engine is free (movable) or seized up.If you don't have a good battery and the ability to turn it over by its starter, I would have someone pull you slowly with the clutch in and transmission in 4th gear. Before pulling, spray about 10 seconds worth of "Blaster" anti-seize polymer spray in each cylinder and let sit for about 15 minutes. Blaster is the best stuff on the market for corroded and rusted nuts/bolts and frozen parts. Proceed to pull the tractor very slowly and ease the clutch out slow until the engine starts to turn over or the rear tires begin to slide (pull it on grass or dirt). If the engine will not turn over after about 3 attempts to ease the clutch out, I would cease and resolve to taking the engine apart and rebuild it, BUT if the engine turns over freely as you pull it you may have a good engine.......If the engine turns over, do the following:

1) Drain the oil out of the engine oil pan and invest a few dollars in
some straight 30W detergent motor oil and change the oil.
2) Also invest $8 dollars or so for 4 new spark plugs( You are going to need these items even if you rebuilt the engine anyway).
3) A new battery (probabally 6 volt unless someone converted it, unlikely).
Hookup the new battery, install plugs & wires, refill oil and see if the ole gal will turn over by the starter. If so you are moving right along. NEXT...I would take the air cleaner connection to the carb apart and spray some carb cleaner in the carb with the choke wide open, take the fuel line off at the carb and drain the fuel tank (if it was a distillate model use only the little gas tank to get it running) and clean out tank and the line. Put some fresh gas in the tank, hook the fuel line back up and get some "Starter fluid" in a spray can. Turn on the ignition switch, hit the starter while someone is sprayer some Starter Fluid in the inlet of the carb. She should spit and sput and act like she wants to start. OK.....pull the choke lever all the way towards you (full closed choke), set throttle lever about 1/2 way open and proceed to start engine again, once she fires off like its going to run push in the choke and she should take off unless the carb is very clogged up with sediment. You might just be fortune it enough to have that ole "H" take off and purrrr
like a kitten. Make sure you have the radiator filled with water before running and once she starts let her run a while (10 minutes) about 1/2 throttle and watch the temp gauge.
