Magneto Timing when engines reved?

Hi Folks. I've got a fairbanks morse magneto on my continental F162 engined SA200 welder. How does this magneto advance the ignition?. When I rev the engine the timing mark does not move up or down when viewed with a timing light. I thought there would be some sort of mechanical advance. The engine bogs when the governor pushes the throttle butterfly valve open more. Any hints or ideas guys?
