I've painted automotive rims before and after tires were mounted. Of the two, I prefer painting before mounting the tires. On the rims that I painted after mounting, it was nearly impossible to mask the tire good enough that the paint didn't bond to the rubber. On the rims that I painted before mounting, I used a good catalyzed acrylic enamel. I let the rims harden for a week before mounting the tires. When the shop mounted the tires, they were careful because they could see the fresh paint. They scraped the edge of the rim slightly but the rims still looked great. I'm not sure how well this would apply to tractor rims as I've never seen anyone mount a tire on one.
