when i have a steel gas tank that has rust inside i put in a some small sharp rocks and some course sand.Then I shake and roll the tank untill all the rust is scraped off by the rocks and sand. Other small sharp objects work also.Clean and wash the tank out .when the tank is dry i pour in some gas resitent paint or primer,roll the tank around to coat the whole inside.Pour out the extra and let it dry.usually lasts for several years.
