Or a slip clutch slipping? Check all gears to see if they are slipping on shaft, like for instance, if the key is sheared, set screws loose, etc. Also check all gear boxes for slippage, or worn out teeth. Typically, you have to run the blower at a high speed, and crawl in ground speed. Some tractors are not optimum because of high ground speeds in even lower gears or reverse.
