You are absolutely correct. The thermosat in my CASE lets the temperature get all the way up to 210 degrees before it opens, then drops down to the 170 - 180 degree range. Fortunately, it sits on top of the water outlet neck in the hose connecting to the radiator. Can compensate for this by leaving the clamp around it just a little loose so pressure can go around it. Is a really close adjustment, about a quarter turn of the clamp screw, to do this. Next time I pull the radiator, will drill two 1/8" holes in the thermostat flange to allow some bypass.
