Yes, but Dell is wrong. GM had both positive and negative grounded vehicles for decades, including the time that Ford was building both positive and negative ground systems. The Kettering system Dell is refering to is nothing more then a combined starter/generator/ignition system, and had nothing to do with positive or negative grounding. Why was 12 volt negative grounding ultimately chosen? I doubt we'll ever know for sure. It almost assuredly had to do with standardization, but the exacts of selection (and 12 volt was standardized well before negative ground was), probably lost in history.
