As stated before, check the flow from the tank, remove the line at the tank fitting. You should have a steady, full fitting flow (round stream the size of the fitting) if not clean the tank, you may have to remove the tank to do a good job. Also check your fuel source, drums or tank that you store the fuel in. Next remove the fuel filters and disconnect fuel lines and clean them, compressed air is handy but you can flush them with fuel from your cleaned fuel tank. Don't forget to clean the return line to the tank. Install new fuel filters and bleed the air from the system. There should be a bleeder fitting on each filter housing if not disconnect the outlet fitting and let the fuel run until there are no bubbles in the fuel. Bleed from the tank to the injector pump. When you have air free fuel to the pump it's time to bleed the injector lines. Loosen the fuel fittings at the injector (one or two complete turns). Now crank the engine with the throttle wide open until you get air free fuel from the fittings. Don't crank more than about 30 seconds at a time and let the starter cool between sessions. When you have a air free flow from the injector lines retighten the fitting and the engine should start. If not, you probably have a damaged pump and/or injectors and it's time for a diesel shop. Water will damage both in short order. Your tractor should have drains on the bottom of the tank and filters, these should be opened and run until you have clean fuel flow every day before you start the tractor. Good Luck, Lee Bradley
