I am from NY state and as usual things are a little different than other states. NY starts out with a class D license, this covers a vehicle up to a GVWR (Gross Vehicle Weight Rating) of 18,000 pounds. Above this GVWR you have to get a Class C license which covers up to GVWR of 26,000 pounds.
Now here is an interesting part. A class D license allows you to have a GCVWR (Gross Combined Vehicle Weight Rating) of 26,000 pounds. This means you could have a one ton pickup with a GVWR of 10,000 pull a fifth wheel or goose neck trailer with a GVWR of 16,000 pounds. This gives you a GCVWR of 26,000 pounds. Notice how the trailer has a GVWR of over 10,000 pounds. If you put a trailer with a GVWR of over 10,000 pounds behind a truck with a GVWR of 26,001 or more pounds you need a class A license.
NY state offers non-CDL licenses in the Class C & Class B license. These are designed for operation of Farm vehicles moving farm goods about the farm, to market or processing plants.
