If the pump was rebuilt and then stored it should still turn. If it was ran and then sealed you have a problem. Most Roosamaster's cannot be stored for that long. We have had some slow movers on the shelf that sat there awhile and before selling them we always tear them down for a reseal job. There is always some test oil in the pumps that settles to the bottom of the pump. This deteriorates the govenor flex ring, and if it is put in use, it will surely be back rather quickly. Recommend taking it to a local fuel injection shop and let'em reseal your "bargain". Maybe if it's as good as you say' your cost should be minimal. Diesel Dan (the pump man)
