That front pump system is almost sure to be an open center system. Putting a restriction on th pump flow will cause a lot of heat. Putting it in the cylinder lines (need two, one for lift, one for dump) should work just like finessing the control valve. Northern has a decent price on micrometer types though they have a one way valve so they are open the reverse direction. You want restrictions both ways.

I converted my MF-135 from PTO pump that was too big (after some ..... stole it) to a 5 gpm front pump from Northern and it was much handier to use. 5 gpm instead of 11 or 21 made control a whole lot easier. $90 for a pump that makes everything run cooler might not be a bad trade for $75 in restrictor valves plus hoses and mountings..

$3500 to $4500 is my guess. Depends on where you are and how hard it is to find Ford parts when you need them.
