I think the orange stuff you think is paint might be what they call "Red Lead" a heavy, oily asembly coating or lubricant seen/used in machine shops. Have also seen it in white, called "White Lead" Some times during construction of buildings for instance, they slap a layer of this stuff between metal plates before riviting to prevent corrosion.
