I'm sure this has been discussed on every tractor talk page and for every tractor at least twice a month. You get fuel in the oil from running too rich, or a faulty fuel pump diaphragm. You get running too rich from a leaking float valve or one that sticks open or is worn or a sticking float or a float that leaks and no longer really floats. From too high a float level. From a choke that doesn't open because the choke wire sheath isn't anchored properly or the choke wire isn't connected. From the mixture being set way too rich. From the fuel pressure on the carburetor inlet being too high from an incorrect pump replacement. You foul plugs from running too rich, then when they don't fire, unburned gasoline runs down the cylinder walls speeding up wear. If you never get the engine hot you never boil off the gasoline and it thins the oil wrecking lubrication and then bearings and rings and pistons. Its cureable. Gerald
