You have to remove the rear cover-rockshaft if it has one. Remove the bull gears and drive the axles out. There is a felt washer at the outside of the axle that is just a dust shield and doesn't seal anything else. The actual seal is inside the axle housing behind the bearing cup. You might need to knock that cup out to get to the seal. Once you have the seal out you can replace it with new. Look at the race's and see if they are pitted. Might be time for new bearings while you're in there. Is the transmission over full that the axle is leaking? JD part number is AB1326R. You should be able to find a bearing place to cross it for you.
