Try tightening the packing nut without turning the L shaped screw. Be gentle, just snug it. If it is already tight, don't force it.
Instead, turn the L shaped screw, carefully count the turns until it just bottoms. Then take it out, remove the packing nut. You will need to add something to tighten the packing. Put the L shaped screw back through the nut, add a small oring, or wrap some twisted teflon tape so it goes down inside the nut. Put it back together, return the screw to the counted position off the seat, snug the nut.
Snugging the nut should stop the leak and secure the screw so it doesn't turn on it's own. If it's still loose or leaking, take it apart and add more teflon tape.
