As others have said, a 535 blinker unit with the third lug going to ground will not worry about the load and blink at the correct rate. A two lug blinker will speed up or slow down based on how many bulbs you put on it and also not work well with led bulbs unless your add the ballast resistors. So the 3 lug blinker unit will work fine with two bulbs or 4 bulbs.
