Well if you have no spark on 2 and 4 then you got something that's defective.
I once got a set of plugs for a car and out of 6 plugs 3 were defective out of the box. They were name brand plugs from an automotive store. I've also gotten defective distributor caps and plug wires. It happens. And if you are buying the cheapest stuff you can find it will happen far more often.
Blue Streak, Standard and Echlin are the standard go to for me for ignition parts. I prefer NGK and AC for plugs, maybe Autolite.
Trouble shoot, trouble shoot and trouble shoot. Poor mans way is to put #2&4 plugs on other wires and see if the fire then. If they work take a wire from another working cylinder and plug it into 2&4 respectively. If they work you have a couple of bad wires. If they don't then most likely you have a bad cap. One other concern is distributor play. Rotate the engine until the points are closed. Then push the shaft in the direction of the rub block on the points. If the points open the distributor shaft bushings are shot. Maybe the shaft too. All stuff that can be done without expense until you start buying parts.
