GEO is right. The line going from the intake manifold operates a pneumatic govenor in those old tractors. There should be a fuel line going from the tank to the thermostart for cold starting and it should have fuel in it. Wish I knew more,but my expertise is pumps. A pneumatic govenor operates off of vacuum in the intake created by a throttle blade of sorts in the intake, kinda like a carbuerator. When the throttle is wide open the vacuum drops off and the diaphragm in the pump pushes the rack forward giving the engine more fuel. When the diaphragm gets a hole in it the engine smokes alot since it gives the engine more fuel when the throttle blade is closed. No air= more smoke. Nissan uses this type govenor in trucks and forklifts. They run forever. Merry Christmas, Diesel Dan
