Ford 5000 -Two questions

I bought a 67 Ford 5000 gas last week. It runs great, but there are two problems. One is the power steering. It foams up and blows out of the top of the resevoir. I drained it and filled it conservatively with some Case hight-tran hydrolic/transmission oil that I had thinking that might help. It blew a bunch out then stopped. I figured that it was at the level it wanted to be at and used it the rest of the day with no problems. When I started it yesterday morning, having added no fluid, it blew out bad! all over the engine compartment. I haven’t added any more. The fluid is very low. The power steering still works but is choppy. I hate to use it too much like this for fear it will damage the pump. Anybody have any suggestions? Two – There’s a lot of play in the clutch pedal. The tie rod going from the pedal to the clutch lever is adjusted all the way so that it is touching the lever (attached to the housing). There is more adjustment if it weren’t touching. Can I just cut off an inch of the tie rod to get my adjustment?
