Do you have a test light or volt meter?
Put it across the battery, try the starer.
If the light stays bright, or the voltage stays high, move the test leads down to the starter post and ground to the starter case. Try the starter.
If the light goes out, or the meter goes to zero, there is a connection problem with the battery cables or ground connection.
If the light goes dim, and the cables heat up, the engine is bound up somehow.
Try removing the plug, be careful as the engine could be full of gas.
If no gas in the cylinder, try turning the engine by hand, you may need to remove the starter to pry against the flywheel. Look for something to be binding the engine. Is it a belt drive? Shredded belt wound around the pulley?
