I know this horse is dead now but did want to say that I work in one of those industries where we are regulated by USDA, OSHA, EPA, and a dozen other agencies. We have regulations upon regulations but regulations are not going to stop accidents from happening. Accidents will always happen and people will continue to die from a variety of causes no matter how many lawyers and regulations there are. By the way, there is already people like the Agriculture Extension Service available to get help for such questions as a rural person might have regarding how to do any thing in the country including safety. It also seems that if we regulate safety enough, all of us live in a bubble and nobody would get hurt ever. That is the end of about every sport I can think of and would certainly be the end of antique tractor hobby. Might as well stop driving cars too. Biologists think that there was some merit to the survival of the fittest idea. Apparantly some Humans think that we are not subject to nature's laws. I remember the rule I was told as a child that too much of anything is bad for you and eventually, the circle of life becomes complete and all living things die. I guess I just get angered at more regulations being the answer when I think people simply need to take responsability for their actions and stop blaming someone else or a lack of regulations for what they did.
