This is a fairly simple procedure and in my experience a sure thing as long as you have fuel to the supply pump and filters are not plugged.

First of all remove the check ball from the fuel supply pump. (Some of the earlier R's had a by-pass on the sediment bowl housing the later one's did not.) To avoid confusion I think you can just leave the by-pass (if you have it) in the run position. On the bottom of the fuel supply pump you will find a flat nut (plug) which takes a 3/4 or 7/8 wrench. Turn this out until it is loose but do not pull it away quickly. In here you will find a spring and on top of the spring a small( 3/16" ) check ball. Remove both of these and put the plug back in. Next remove the bleed plug in the first filter and leave it out until fuel runs from the hole then put it back in and remove the plug on the second filter. Wait for fuel to run and replace. Then remove the 3rd plug which is above the second plug and wait for fuel to run and replace the plug. If the filters were sucked dry it could take several minutes for fuel to run from the first filter. Now replace the check ball and spring. Now try starting the tractor- I will start on the second or third stroke. Never ever have to bleed injectors on a two-banger.

If by any chance you have done all this including the check-ball; make sure you have fuel running freely from the out port of the pump with the check-ball removed.
