Johnny the truck has to have a gross weight of at least 10,000 lbs and the trailer has to be 16,000 gross weight for a minimum combination of 26,000. They go by the data plate in the door of the truck and by the registration of the trailer. The truck and trailer has to have all the DOT service and breakaway lock down brakes and clearance marker lights. The test and licence is $45 in Liberty, Texas so that must be the state requirements. I carry these boys around here to take their test in my F350 dually and 28 foot gooseneck lowboy.
