Try pulling the link pin that connects the governor rockshaft (on the carb side, it'll be secured with a cotter pin, a bent nail, or a twisted wire) to the turnbuckle (the threaded fork) on the front end of the rod that connects the rockshaft to the carb. What you are trying to determine is if the rockshaft will move when disconnected from the carb. (This way is usually easier than trying to disconnect the back end of the rod from the carb throttle lever.) If the rockshaft DOESN'T move, then the problem will something like Big Fred described, and you'll have to go into the governor,which isn't as frightful or intimidating as it sounds. If the rockshaft DOES move (there will be some resistance from the springs in the governor) then the problem is more likely with the carburetor, especially if the rod to the carburetor doesn't move or is sticky. If the rockshaft DOES move, AND the rod to the carb moves pretty freely, try the adjustment I described in the earlier post. In any event, Big Fred's recommendation that you get your hands on a Service Manual (one book covers the A and the B/BN) is a good one, for all the little problems like this that pop up with these fine machines.
