When the key is turned on power goes thru fuse #21 to the pto safety switch, then thru the neutral safety switch to start relay #I, once the start relay is activated it allows the start circuit from the key with to the starter solenoid to operate.

If there's a issue with the pto safety switch, transmission neutral safety switch or the wiring from those switches the starter will no engage when the key is turned to the start position..

yep thats mine i got my in 92 ,only the 70 amp relay in my box however i put that two wire ring terminal on bottom stud of solenoid and turn key to start and fire flew from grd wire on alt so i took it off and just let it lay and tried again engine cranked and ran all lights worked alt charged so i might leave it un hooked but i would love to know what it was for its factory wiring so it must be for something ,also i might find a bolt on block and hook there then see what it does one of my main trouble was not looking at pto leaver i had left it engaged when i cut off engine it just bugs me about that wire probably get me a service manual if i can find one getting to old for this
