If the linkage is loose then I would think about looking at the governor in front of the camshaft. On the to-35 they used a ball type governor and on the to-30 I think they use a weight type governor. It's possible one of the weights is lodged or not working properly look them over very carefully. Also another thing I found out is that the camshaft has a very small hole in it inside of the hollowed out front of the camshaft where the governor slips into. If this small hole plugs it will affect the way the governor works.
