Assuming the engine is not "stuck", I'd continue by purging the entire fuel system including lines and carb if possible. Make sure there's water in the radiator and oil in the crankcase. When checking the oil, look for signs of water. Remove, inspect and clean all the electrical connections between the battery and the starter. If there's a way (such as a hand crank), try to turn the engine over a few times to make sure it's free and loosen things up a bit. A little squirt of oil into the plug holes wouldn't be a bad idea. Check to make sure the transmission will shift and the clutch is free. These tractors were made when people were assumed to have a modicum of common sense and before OSHA, so they WILL start in gear. I'd also check to make sure the air intake is clear, no mouse/bird nests, etc. Check the plug wires, and under the distributor cap, if so equipped. If it has a magneto, you still want to check under the cap for corrosion, water, crud, etc. Make sure the plug wire ends and cap sockets are reasonably clean. Assuming no major engine problems, it should start.
