If you are sure the thermostat is opening properly, the only two things you can do are replace it with the hottest 'stat you can buy or partially block the radiator, as you are doing. Light work & snow removal don't generate as much heat as heavy tillage in 100 deg heat, which the cooling system must handle. Yours is not a serious concern, it could be overheating all the time.
