You can usuallty find MAPP at the hardware store and it will work MUCH better than propane. I also suggest another type of penetranting oil. WD-40 is about useless when it comes to rusty bolts. Try PB Blaster or liquid wrench. Another trick is to hit the head of the bolt squarely with a large hammer to jar it, try turning in both directions and don't get too manley and break it off.
