Ford used two types of PS systems on those over the years. The early type did the work under the radiator. The newer type did the work in the steering box. They also used two types od PS pumps over the years. Early one with seperate pump and reservoir, late one with integral pump/reservoir. In the future you should tell us which system and pump you have. That said, if it were mine I would change the filter in the reservoir. It's cheap enough to do and likely is the problem.
