: Can anyone help me with troubleshooting this before I pull it apart? The left steering clutch/brake lever feels like it is not connected to the clutch (and doesn't release the clutch). Anyone know what sort of linkage is between the lever and the clutch?

It's a simple cam assembly that has a rod going to the throw out and a brake band attached to it.
These have a dry clutch assembly, if they sit too long they can "freeze" up on you. Assuming it is not frozen, the clutch has a series of fiber disc and metal friction disc with a pressure plate. There is an adjustment on the throw out to the pressure plate. Now the kicker is there is also a brake band that surrounds the whole clutch assembly, so if the symptom is you feel the brake but the clutch isn't releasing either the whole assembly is a clump of rust or the brake band is engaging before you get enough travel in the throw out. Both adjusters can be seen via the inspection port on top of the final drive, it's the rectangular plate with 4 screws at each corner and a vent slit. The throw out has a nut on side that when loosened will allow it to rotate in and out for clearance. For more exact specs, e-mail me with details and I'll help all I can.
P.S. The JD 420 tractor (yes, a rubber tired tricycle type) has the same type clutch assembly with the same adjustments, so your local JD dealer may have the info and not even know it.
