Well they say that it happens and can be unhealthy. Does it? I don't know. One of the countless times that I've worked at power plants just happened to be in the 138 KV yard splicing a cable near the hand off to the grid and it was a cold day, like in the 30's and I was sweating bullets for no reason. I was in and out of that area all day and I was ok until each time in that area. I swore that I was being microwaved, but decades later I'm still alive. Another time in a 365 KV yard every time I touched my truck that wasn't grounded in any fashion, it discharged through me like a capacitor to ground and since I wear leather boots with rubber souls, it just had to be the difference in potential between the truck and me. I was more negative. That got to be a bit much. I'd open a door, spark, "YOUCH!". Trucks in yards are grounded for reasons. I've only worked at nukes a couple of times in all of my years, but never in a 768 KV yard, so I don't know what to expect in one of those. Your brother could be correct. I've never had any knots show up and I don't glow at night, but far from me to tell him that he's not correct. If you google high tension lines my guess is that you'll find stuff on unhealthy magnetic fields and the sort.
