I assume that you are speaking about the wire attached to the "F" terminal of the generator. Though the ultimate destination of this wire is ground, it really shouldn't go directly to ground. Which panel are you referring to when you say the wire is loose under the panel? That wire should go to a terminal on the light switch or in the alternative, a terminal on the voltage regulator/cut-out. You can simply ground the wire which will place your generator in "full charge" mode at all times. For best results the ground wire that's bolted to the generator frame should be grounded to a foot of the voltage regulator mounting, that way the regulator sees the generator voltage, not voltage drops through the ground connections that might not be super good.
