I'm going to go with the flooding carb theory, the needle valve is sticking/worn/trash/sunk float.
It is likely getting gas in the engine while it is not running, especially if it is a gravity flow fuel system. This can be evidenced by finding an empty tank, or fuel loss when it has been stored.
If it is not gravity flow, it could be getting in through a bad fuel pump diaphragm.
And they can contaminate the oil while running, back to flooding carb, or choke staying partially on, or even the fuel pump. But if it's happening while running you would see black smoke, poor performance, excess fuel consumption.
Typical Honda engineering, most carbs have an overflow fitting, typically a small rubber hose hanging down connected to nothing. Be sure it is clear, not clogged with bug nests. Also Honda likes to put a fuel shut off valve on the bottom of the tank. With age the internal oring fails, and it will still seep gas even when off.
