The thing is the Ford 9N 7 2N did not have a different drawbar and the cross drawbar is all that is avaible so they want someway to keep it from turning. Most other tractors have a seperate drawbar so do not use the cross drawbar so no need for a lock. Then some of these tractors had the seperate drawbar but not all of them, Ford 8N, NAA, 6xx, 8xx, 2000 and 4 cylinder 4000, Ferguson TE20, TO20, TO30, TO35, F35, F40, and all are cat 1 so that is why they are needed. Name one cat 2 hitch tractor that did not have a standard drawbar as factory, that could answer your question.
