John you are not missing anything. We had the same trouble and discovered that this is quite the project to remove if it has not been done for some time. It requires a lot of rust breaker, a hammer to break it free, and removal of the sheet metal on both sides of the tractor to use a flat crow bar from each side to prevent the casting from breaking. Some time ago I discovered a product call PB Blaster (available from Napa). Use this stuff fluidly and let it sit for a while. Take a hammer to the side of the starter at the casting nearest the flywheel housing and give it a couple of good raps and then pry it out from both sides with the flat crow bars. It sounds kindof rough but it seems to work. You will find when it is out that there is a double ringed sleeve which fits securly into the flywheel housing and it has probably rusted. After it is out polish the rings so that you can easily remove and replace the starter with one hand. (Contrary to a number of people we chose to use a little grease on the rings when replacing the starter to prevent future problems) The bolt on the side only keeps it in place and prevents it from spinning. There should be a set nut on the tapered bolt. Set it snug and then tighted the lock nut. Don't tighted the tapered bolt against the housing like you would a regular threaded bolt--you'll be disappointed in the results. Hope this helps.
