There should be a drain plug in the bowl of the carb. With the fuel turned on, pull the plug, catch the flow in a clean glass. The flow should start as a full stream, then slow as the bowl empties, but continue as a light stream. If nothing comes out, or the flow slows to a drip, there is a restriction in the line, or the needle is stuck, or clogged. Some have a fine screen in the fitting where the fuel line attaches.
If that checks out, try holding your hand over the inlet of the carb while cranking. (You can disconnect the coil wire so there is no chance of backfire.) There should be very strong suction. If not, there is a serious vacuum leak, or compression problem. More likely a vacuum leak simce it will run on starting fluid. Rare, but possible, the exhaust manifold can burn through to the intake, causing an internal leak.
