If you want to impress your Science Teacher, you might want to know that density is measured by a number called "Specific Gravity". Distilled water has a specific gravity of 1, and other liquids are compared to it. Gasoline has a SG of less than 1 (I don't know the exact number) so it "floats" on top of the water. Dirt and other contaminants are also more dense (Have a higher specific gravity) than water, and so sink to the bottom of the sediment bowl. The outlet of the bowl is on the top, so the fuel is pumped (or gravity-fed) out, and the water and other undesirables stay in the bowl.
