Mr. John, there's nothing to getting the belt pulley off of the WD-45 Allis-Chalmers, and the three bolts around it are not involved. Just loosen the jam nut on the setscrew up top enough to slide the pulley assembly out. Upon removal you will notice there are several holes around the circumference of the housing where the setscrew can go. These are each spaced a little differently and are for adjusting the backlash of the gears when it is installed. If everything is running good you would want to simply replace it using the same hole as before, else your gear backlash will be different. There was also a drive in plug that fit in the hole when the pulley was removed. Have a good day sir. John
